Department of Politics and Education of Henan University was the predecessor of College of philosophy and public management of Henan University. Its current name was adopted on April 9, 2002. The college has a long history of accumulation in philosophy, politics, economics, law and management. Established in 1923, the famous philosopher Feng Youlan served as the dean in the Department of Philosophy. The Department of Politics was established in 1927 and the Department of Political Education was established in 1960. Then the two departments were divided into Henan University's economics, law, business and management disciplines. A group of well-known scholars taught at this university, such as Zhou Shouzheng, Ma Pei, Wu Zumou, Hou Heng, Mo Qi, Huang Kuiwu, and Zhang Hao, with certain academic influence in the country. More than 10000 graduates of various types have been trained, and they have made important contributions on all fronts across the country.

The college currently has 97 faculty members and 80 full-time teachers, including 44 professors and associate professors or above, 61 doctors and 4 PhD candidates. The faculty includes 5 doctoral supervisors, 5 university distinguished professors, 2 members of the University Teaching Steering Committee of the Ministry of Education, 4 academic and technical leaders of Henan Provincial Department of Education, 6 "Hundreds of Excellent Talents" of the Provincial Party Committee Propaganda Department's Social Science Theory, 5 scientific and technological innovation talents in universities of Henan Province, 3 young backbone teachers of Henan Province and 1 person for " The top youth talents of The Thousand Talents Plan of Central Plains of Henan Province ". The college has the right to confer doctoral degrees in second-class subject of Marxist basic principles. Philosophy, political science and administrative management are the three first-class subjects that cover 22 majors and have the right to confer master's degrees. Furthermore, Master of administrative management (MPA) and master of Education (ideological and political direction of subject teaching) have the right to grant professional master's degrees. Philosophy, political science and administrative management are the key disciplines of Henan Province, the undergraduate major of administrative management is the first-class undergraduate major construction project point in China, and the philosophy undergraduate major is the first-class undergraduate major construction project point in Henan Province, and the undergraduate majors of labor and social security、social work occupy a leading position in Henan Province. During the last five years, the faculty and staff of the college have been approved by 1 major bidding project of the National Social Science Fund, National Natural Science Foundation of China and The National Social Science Fund of China for 23 projects, 42 provincial and ministerial projects, 24 provincial and ministerial third prize or higher awards for their scientific research achievements, 45 academic monographs and translated works, 6 textbooks and more than 300 papers published in Chinese core journals or above.

In 2020, we will enroll students in philosophy, administrative management, labor and social security, and social work. Among them, the major of administrative management, labor and social security is classified as public management.

Philosophy: This major aims to cultivate applied and interdisciplinary senior professionals who have certain Marxist philosophy theoretical literacy and systematic professional basic knowledge, can use scientific world outlook and methodology to analyze contemporary world and China's practical problems, and be able to work in state organs, culture and education, press and publishing, various enterprises and other departments. The main courses include the principles of Marxist philosophy, the history of Marxist philosophy, the history of western philosophy, the history of Chinese philosophy, ethics, logic, philosophy of science and technology, religion, aesthetics, the guidance of the original works of Marxist philosophy, and the guidance of the original works of Chinese and foreign philosophy. The major is flexible, with a basic educational system of 4 years. Students can complete their studies in 3-7 years and award a Bachelor of philosophy degree.

Administrative management: This major cultivates students with good political literacy, humanistic cultivation and scientific spirit, solid professional knowledge of management, political science, law, economics and sociology, mastering modern public management theories, methods and technologies, and innovative ability to actively adapt to the modernization requirements of national governance system and governance capacity, and engage in management or service work in party and government organs, public institutions and social organizations. The main courses include management, politics, sociology, public economics, public policy, administrative management, administrative law, Chinese government and politics, e-government, official document writing and processing, human resource management, civil service system, etc. The major is flexible school system. The basic educational system is 4 years. Students can complete their studies in 3-7 years and give a bachelor's degree in management.

Labor and social security: This major aims to cultivate students with humanities and scientific literacy, master solid basic theories, policies and relevant legal knowledge of labor and social security major, be proficient in handling social security, especially social insurance business, have the ability to investigate and handle labor disputes, and be able to work in government departments, enterprises and institutions such as human resources and social security, civil affairs, medical security, social insurance, etc. The main courses include management, sociology, public economics, public policy, social security, social insurance, labor and social security law, social security fund management, official document writing and processing. The major is flexible school system. The basic educational system is 4 years. Students can complete their studies in 3-7 years and give a bachelor's degree in management.

Social work: The major aims to cultivate students with knowledge of sociology, psychology, ethics and other related disciplines, master solid professional knowledge, skills and methods of social work and social assistance, have a high sense of social responsibility, sense of mission of the times and innovative spirit, have strong ability of social service planning, implementation, supervision, evaluation and research, and be able to work in party and government organs, social work service institutions. The main courses include sociology, introduction to social work, social policy, social psychology, social security, case work, group work, community work, management of non-profit organizations, etc. This major implements a flexible academic system with a basic academic system of 4 years. Students can complete their studies within 3-7 years and be awarded a bachelor's degree in law.
