Abstract: Through summarizing the schemes of long-term care insurance in 15 pilot cities of China, this paper makes a comparative analysis on insured object, fund resources, benefit object, rating basis, service items, service forms, and payment of benefit. Under the background of aging crisis, the coverage of insured object, the definition of the benefit object, the determination of financing object, the provision of security content in long-term care insurance are deeply considered and discussed. Then, this paper puts forward some suggestions, including expanding the insured object to the rural areas, defining benefit object temporarily as the elderly with severe disability or severe dementia, diversification on the financing object and giving priority to daily care in the service items, giving support to the home care and introducing the cash payment.
