Abstract:After the Classification of Tax System in China,the Chinese government tries to reconstruct the relationship between all levels of government and the relationship between the government and the grassroots through the operation of the project system.Based on the stakeholder theory,this paper analyzes the Mitchell attributes of each participant in poverty alleviation projects,and then discusses the behavior logic of participants inpoverty alleviation projects.The complex game relationship between the stakeholders of project poverty alleviation is attributed to the relationship between power and wealth control and countermeasuresbetween the superior government and local government,between the local government and the grassroots government,and betweenthe grassroots government and the poor groups,and is analyzed in depth.It is proposed to establish the supporting mechanism for poverty alleviation projects,guide government officials to set up the right view of political achievements and interests,rebuild the dominant position of the poor,and reduce the waste of project resources caused by the game by balancing the status of the participants,solving contradictions and conflicts of interest.
